SUBJECT
Based on Apical’s internal spatial monitoring, peat clearance was detected within the PT. Teguhkarsa Wanalestari’s (TKWL).
PROGRESS
September 2025
Apical detected some peatland clearance within TKWL’s concession, and reached out for clarification.
December 2025
Additional peat clearance was identified within the TKWL concession. Apical requested for further clarification regarding the detected peat clearance to date.
January 2026
Apical identified additional peat clearance, bringing the total detected peatland clearance to approximately 500ha. Of this, TKWL clarified that part of the clearance was undertaken by the local community, while the remainder comprised replanting activities conducted by the company.
However, Apical’s further spatial analysis and data suggests that the clearance by the company may be first cycle of oil palm planting rather than replanting which would constitute a violation of Apical’s sustainability policy commitments.
Additional time has been granted for TKWL to provide further justification.
April 2026
TKWL has issued a Stop Work Order and has committed to no new development as of 1 April 2026.
Engagement with the supplier is ongoing; Apical will continue to monitor the progress of this case closely.
May 2026
Apical conducted a deep spatial analysis to understand and identify potential liability for TKWL.
June 2026
Apical had a discussion with a 3rd party consultant and aligned on methodology and analysis on deforestation monitoring. Upon confirmation with the consultant, Apical confirms the following:
- From December 2015, there has been no identification of any deforestation within the Bunga Raya concession area
- The peatland clearance within the TKWL HGU differs from the company plantation development pattern. As such, the clearing is associated with community clearance
- No company attributed liability has been identified for TKWL based on this latest finding.
With the abovementioned findings in place, we consider this case closed.
