On 20th May 2025, Greenpeace (GP) published a report titled “Under the Eagle’s Shadow: investigating evidence of an RGE/Tanoto shadow empire”. The report raises allegations that there are entities under the common control of the RGE group and deemed non-compliant to RGE’s sustainability policy. RGE has responded to these allegations in a statement here.
The report also alleges incidents of deforestation and peat clearance by Apical suppliers. Apical has investigated the allegations and the findings are as follows:
Based on the list mentioned in the GP report, 10 entities are not in Apical’s supply chain, 4 entities have been suspended and 16 entities are existing Apical suppliers.

- Aditya Agroindo – DTK Opportunity group
Allegation: Deforestation within concession.
Actions Taken: Aditya Agroindo has committed to stop any new clearance before identification of forest area prior to clearance. Aditya Agroindo has also committed to a recovery plan development for any prior HCS clearance. - Aditya Agroindo has committed to undergo a liability assessment to assess the liability required prior to developing a recovery plan
- Based on Apical’s assessment and analysis, the clearance is a combination of local community clearance and company clearance
- Aditya Agroindo is currently going through a consultant selection process to undertake the liability assessment
- A recovery plan is expected by December 2025
- Aditya Agroindo has engaged a consultant and has shared an initial recovery action plan draft which is being reviewed by Apical
- Bumi Mentari Karya – Sunny Vision group
Allegation: Deforestation within concession.
Findings: Preliminary analysis showed no deforestation within the concession after the Dec 2015 deforestation cut-off date. - Bumi Mentari Karya have clarified that there has not been any land clearing after 2008
- The company has an NDPE policy and are committed to the implementation of NDPE principles
- Apical has conducted an internal analysis and confirmed that there is no land clearing after 2015
- Delima Makmur – Tesero group
Allegation: Deforestation within concession.
Findings & Actions Taken: - Findings indicated that there was clearance of conservation inside the HGU area by local communities
- Steps have been taken to mitigate further clearance including installation of signboards around their HCV area and development of FPIC procedures for implementation
- HCV assessment has been conducted in Dec 2018 along with HCV monitoring activities
- Delima Makmur has a valid HGU and has no plans for further development on their concession
- Delima Makmur has clarified that there was no land clearing since 2015
- There are no plans for new clearing or new development for oil palm planting
- Delima Makmur has had an NDPE policy since 2021 and it is ISPO certified in Nov 2023
- Further clearing was conducted in September 2025. Upon further internal analysis, Apical confirmed the cleared area as shrubs that had regenerated;187ha was cleared for further palm oil development.
- Kalimantan Ria Sejahtera – DTK Opportunity group
Allegation: Deforestation within concession.
Findings: Preliminary analysis showed no deforestation within concession after the Dec 2015 deforestation cut-off date. - PT. KRS has clarified that the ownership of the concession was since 2006
- PT. KRS clarified that since 2013 there has been no new clearing
- Apical also analysed PT.KRS’s own concession and confirmed that there has not been any deforestation between 2016 to 2025
- Karya Dewi Putra – DTK Opportunity group
Allegation: Deforestation and peat clearance within own concession.
Findings & Actions Taken: - There was a corridor road opening that was constructed by a timber and coal mining company. This created access for the local communities to encroach and clear land along the corridor of the concession
- Efforts have been made to secure the area by conducting regular patrols within the area
- KDP has no plans for future development in their remaining land bank
- PT. KDP began their land clearing to plant palm oil in 2005
- Since 2013, PT. KDP has not conducted any new clearing
- Based on our internal analysis, since 2015 we have not detected any new clearing conducted by the company
Action Taken:- As a part of the action plans taken by PT.KDP to prevent clearing by local communities they have installed a signage which shows a prohibition of illegal logging and burning
- The company has also installed a signage to indicate the boundary and legal area of PT.KDP for local communities’ notice
- A security post has been set up to prevent any encroachment in future
- A police report has been filed in 2018 to report the encroachment by the local community
- Kelantan Sakti – Prachinburi group
Allegation: Deforestation within concession.
Findings: Initial analysis detected that there was clearance within the concession. - Kelantan Sakti clarified that the 6 ha indicated in the report was a result of replanting activities as the crop that had been planted previously died during the flood period
- Kemilau Indah Nusantara – DTK Opportunity group
Allegation: Deforestation within concession.
Findings: Initial analysis indicated that there was clearance detected within the KIN concession. - KIN clarified that the Izin Usaha Perkebunan is overlapping with two mining concessions in Kutai Timur
- The alleged clearance was conducted by the said mining company/ies
- After conducting further investigation, Apical discovered that there were 2 locations of clearance (location A and B); Location A is located on the boundary between KIN and the mining company. Location B is located within the KIN concession.
- Apical engaged KIN for further clarification
- Based on the clarification and evidence received, the approximate 6 ha of clearance in location A consisted of mixed thickets (belukar campuran) i.e. non forest area. As for location B, the approximate 12 ha of clearance which consisted of mixed dryland (non-forest area) was to create access for maintenance and security in order to connect the plantation blocks, i.e. not for palm oil plantation. KIN added that the purpose is to convert the plantation into one integrated area
- KIN stated that there are no future plans for palm oil development
- Landak Agro Utama – DTK Opportunity group
Allegation: Deforestation within concession.
Findings: Preliminary analysis showed no deforestation within concession after the Dec 2015 deforestation cut-off date. - Upon Apical’s investigation, PT Landak Agro Utama is within the supply chain of Apical, however based on the Greenpeace report there are no allegations of deforestation since 2015.
- Palma Adinusa Lestari – DTK Opportunity group
Allegation: Deforestation within own concession.
Findings: No deforestation detected within PAL’s own concession. - PAL is an indirect supplier to Apical. PAL supplies to Apical through Permata Subur Lestari
- Still under investigation to determine whether there has been deforestation after Dec 2015 by Apical
- Permata Lestari Jaya – Meadows Capital group
Allegation: Deforestation within concession.
Findings & Action Taken: Permata Lestari Jaya have conducted their integrated HCV & HCS assessment and is currently being peer reviewed by HCV Network. The integrated HCV & HCS assessment was first submitted for peer review in Feb 2025 and resubmitted in May 2025 and is currently awaiting feedback. - The Apical grievance verification team conducted an onsite verification for a sample of the deforestation alerts. Based on the sample checking, there was clearance detected as it is currently palm oil cover
- The confirmation of whether all areas were converted by the company is still uncertain as PLJ has explained that some areas were converted by the local communities prior to PLJ ownership and later compensated and taken over by PLJ through the Compensation for Crops and Land (GRTT) process
- The confirmation of full liability will be done once a consultant is engaged and completion of a full liability assessment is conducted, followed by a recovery plan. The selection process for consultants is currently ongoing and the estimated timeline for approval of consultant and draft report to be received is by the end of Nov 2025.
- The Integrated HCV-HCS Assessment peer review by HCVN ongoing. A 2nd resubmission was done on 10th September 2025 and awaiting for the results – Integrated HCV-HCS Assessment of PT. Permata Lestari Jaya, Kabupaten Sintang, Kalimantan Barat | HCV Network

- Prima Mas Lestari – Prachinburi group
Allegation: Deforestation within concession.
Findings: No deforestation detected within PT. PML’s concession. - Prima Mas Lestari responded that the concession has been fully planted as of 2014 and there have been no new development or plans for new planting since then
- Apical conducted a deforestation analysis and confirms that there has been no deforestation within the PT. PML concession boundary since 2015
- Pusakamegah Buminusantara – Aberdeen Street group
Allegation: Deforestation within concession.
Findings: Based on Apical’s initial analysis, there was no clearance in the reported location. It was a false alert due to flooding occurrence. - Pusakamegah Buminusantara clarified that there has been no new planting of oil palm since 2009
- Replanting activities were conducted after 2020
- Local communities have encroached on the land and tried to convert certain areas to oil palm plantations but were not able to as it is a flood prone area
- Apical has conducted an internal analysis and confirmed that there was no deforestation since 2015
- Apical has conducted additional due diligence and confirmed that there has been no deforestation or clearance by the company since Dec 2015
- Rimbun Sawit Sejahtera – Prachinburi group
Allegation: Deforestation within concession. - RSS is an indirect supplier to Apical. RSS supplies to Apical through Pusakamegah Buminusantara
- Initial planting of palm oil was in 2008. The area was previously planted by Acacia trees
- Rimbun Sawit Sejahtera clarified that replanting activities took place between 2016 and 2019 for a total of 543 ha. This was to replace dead palm oil crop caused by flooding
- There were no plans for new planting after 2019
- Apical has conducted additional due diligence and confirmed that there has been no deforestation since Dec 2015
- Sawit Jambi Lestari – Aberdeen Street group
Allegation: Deforestation within concession.
Findings: The area was cleared in 1994 and planted with oil palm by the previous management. The clearance detected was a replanting activity that took place between 2017-2020. - Sawit Jambi Lestari clarified that the 10 ha of alleged deforestation within PT Sawit Jambi Lestari’s concession was replanting activity
- The concession area was previously part of the PIR-Trans Program that already commenced as off 1988
- Land cover analysis indicated clearance that took place in 1993/1994
- Teguhkarsa Wanalestari – Prachinburi group
Allegation: Deforestation within concession.
Findings: The clearance was conducted by local community members between April to June 2021. - Teguhkarsa Wanalestari clarified that the most recent planting period of oil palm was in 2009
- There has been no new planting by the company to date since 2009 and the area managed by the company was fully planted by palm oil
- There have been previous incidents of encroachments by local communities after 2009 in the northern region of the HGU
- The clearance alleged in the report was conducted by the local communities in the northern part of the HGU, which is out of the control of the TKWL management
- Tidar Kerinci Agung – Tesero group
Allegation: Deforestation within concession.
Findings: The clearance was conducted by local community members between March to September 2022. - Apical has conducted internal analysis and confirmed that there has been no clearance of forest area after December 2015
- TKA has provided Apical with the map of the planted area and there is no deforestation detected in the planted area after Dec 2015 i.e. no deforestation conducted by the company after the NDPE cut-off date
- Tidar Kerinchi Agung has an NDPE policy and is committed to upholding the NDPE principles based on their commitments
